William F. Ure — known to most as Billy, and to those in the dirt biking world as Chuck — passed away on May 3, 2026, at the age of 70. He did not go quietly or reluctantly, but from a medical episode in the middle of a dirt bike race, doing exactly what he loved most. It was, in many ways, the most Chuck way to go.

Born on February 21, 1956, Billy spent his entire life in Fulton, New York — a place he never needed to leave, because he had a gift for making wherever he was feel full of life. He was the kind of man people were drawn to without quite knowing why, until they realized it was simply because he was fun to be around. Friendly, warm, and genuinely happy in his own skin, Billy lit up a room without trying.

A true builder at heart, Billy founded The Affordable Builder, a construction company rooted in his belief that quality craftsmanship should be within reach for everyone. Through his work, he left his mark on the community he called home — not just in the structures he built, but in the trust and relationships he formed along the way.

Outside of work, he enjoyed street biking, snowmobiling, and dirt biking. Chuck lived for the thrill and freedom of dirt biking. He competed locally with a passion that went far beyond trophies — it was about the ride, the camaraderie, and the pure joy of it. Those who raced alongside him knew Chuck as a fierce competitor, but more importantly, as a friend.

The youngest of four siblings, Billy is survived by his three sisters — Jeri (Rich) Cole, Carla (Denny) Lowers and Sandy (Gary) Cook — as well as five nephews and two nieces with whom he shared a special bond and many great nieces and nephews. He will be deeply missed by all who had the good fortune of knowing him.

Calling hours will be from 4-6 pm on Tuesday, May 12th at Foster Funeral Home, 910 Fay Street, Fulton.

Billy lived his life fully, was most always happy, and left this world the same way he lived it — with his boots on and a smile on his face. May he ride free.
