Neil William "Bill" Rhines

Obituary of Neil William Rhines Neil William “Bill” Rhines, 68, of Fulton, passed away on Thursday, July 6, 2017 at St. Joseph’s Hospital after a brief illness. Mr. Rhines retired from Laborer’s Local Union 633. He was a veteran having served in the United States Army and a member of the Fulton VFW Post 569. Mr. Rhines was an avid sports fan, enjoyed music and spending time with his granddaughter. He was predeceased by his parents, Delmer and Norma Rhines and brother, Delmar Rhines. He will be greatly missed and forever loved by his wife of 46 years, Anna; two daughters, Gretchen (James) Rebeor and Erin (Frank) Reis; one granddaughter, Ava as well as several nieces, nephews and extended family. Calling hours will be held from 1 to 3 p.m. on Monday, July 10 at Foster Funeral Home, 910 Fay Street, Fulton.
