Obituary of Joseph J. Higgins Joseph J. Higgins, 87, of Fulton passed away after a brief illness on Friday. Born in Patterson, NJ, Joe had spent most of his life in Fulton. He enjoyed bowling, having served as the past President of the Fulton Bowling Association and was inducted into both the New York State Bowling Hall of Fame and Fulton Bowling Hall of Fame. In 2015 he became the Super Senior Champion Bowler. Joe was a retiree of General Electric in Syracuse. He was predeceased by his first wife, Virginia; brother, Owen and a daughter, Debra Hall. Joseph is survived by his wife of 34 years, Patricia; daughter, Joann Dugar; 8 stepchildren; 28 grandchildren and 27 great-grandchildren. Calling hours are Wednesday, August 30 from 4 to 7 p.m. at Foster Funeral Home, 910 Fay St., Fulton. A graveside service will be Thursday, August 31 at 10 a.m. in Mt. Adnah Cemetery.
